In most countries, testosterone is a controlled substance. In the United States, it's a schedule 3 substance due it's capability as a performance enhancing drug (PED). Which is why so many body builders take testosterone as a steroid. So to summarize, yes it is illegal to DIY testosterone.

However, in the United States possessing or purchasing testosterone will not get you punished by the law. You need to do something more, for example, planning to resell or distribute/deliver the testosterone to other people. Simply possessing testosterone is not enough for you to be charged under generally any state jurisdiction. It's not worth any court's time.

In other countries, of course the law is different. So you should do research on your respective country. Though I can tell you from my research, if you live in a country where I provided sources for you to buy testosterone in the FTM Guide. Like Europe, Canada, Australia and the UK. You can get pass with DIYing and not get troubled by the law.

Since testosterone is a controlled substance, your government of course does not want it entering their country. Every country has something called Customs, they control the transportation of international packages that either leaves or exits the country. They're also in charge of package security, they analyze packages and make sure there's nothing illegal in them.

However, customs only checks international packages. If you were to buy testosterone from within your own country, called domestic sourcing, then there is zero chance of your testosterone getting seized. Even then, if you buy testosterone from a reputable international source there is still a low chance of it getting seized.

Testosterone is not a guarantee for passing, albeit it will help significantly, especially if you take it during puberty. If you take testosterone amidst tanner stages 2-4 you have more room for skeletal changes to occur, you can read more about tanner stages here.

Not everything comes easy and effort beyond taking testosterone may be required, it all depends on you.

Your female puberty can never be fully reversed. While yes, significant changes like decreased breast size, cessation of menses (periods), increased body hair and muscle does occur. The skeletal changes that come from female puberty like wide hips, narrow shoulders and shorter stature can not be reversed.

If you have finished your female puberty also known as Tanner 5, then hold low expectations for what 'reversal' may look like.
